Observations underpin EW4All and WIGOS, yet developing countries face a critical gap in instrument calibration. This presentation showcases the RTC-RIC Beijing partnership since 2018 as an innovative, replicable pathway for a stronger observing capacity. It presents four models: a closed technology-training-certification loop; training embedded within well-funded programs; a synergistic multi-party network, and a sustained institutional arrangement to strengthen WMO capacity building in observation under resource constraints.
